The Millennium Foundation Kosovo (MFK) and the Municipality of Prishtina, signed a co-funding agreement on Prishtina HeatSave, the project aiming introduction of metered district heating, supported by the Millennium Challenge Corporation (MCC).

Upon this agreement, the Municipality of Prishtina commits to support the installation of equipment and upgrade of district heating metering services for the customers of the Termokos network, and participate financially in completion of the Prishtina HeatSave. MFK will provide additional support for the Energy regulatory body and other stakekolders ensuring successful launch of metering services.

Through Prishtina HeatSave, MFK and the Municipality of Prishtina, will implement the project of consumption-based billing for the public District Heating Company “Termokos”, in 14,000 apartments, customers of Termokos network in Prishtina, by providing 4,300 heat meters, installing more than 72,500 thermostatic valves, as well as over 50,000 heat cost allocators.

Prishtina HeatSave is part of District Heating Metering Activity (DHM) aiming to support the transition of district heating residential customers from area-based billing to consumption-based billing. This project is a $10 million investment, supported by the Millennium Foundation Kosovo (MFK) and Millennium Challenge Corporation (MCC).

Prishtina HeatSave is expected to:

  • Reduce demand on the district heat network
  • Support expansion of heat supply services to new consumers which rely on electricity for heating
  • Improve the services for the consumers who already reside in buildings connected to district heating services; and
  • Enable Termokos to transition into consumption-based billing and thus better align their revenues with their costs and the services they provide
